It says that it is illegal for boats to bring in fins as cargo without having the complete shark. This would hopefully discourage finning. Also, it would make it illegal for any U.S. boat to be in possession of shark fins. Answered by a visitor on Oct 2, 2008 3:57 PM -
Yes, there are two important parts to this bill: 1. The sharks will have to brought to port WHOLE, that is with the fins attached. Currently shark fins can be brought to port, as long as they do not weigh more than 5% of the body weight of the accompanying carcasses. However, for most species the fins account for less than 2% of the total body weight. Plus, some sharks have high value fins and lower value meat, while other sharks have high value meat and lower value fins. That way, fishermen can fish one of each, bring back the high quality fins of one shark and the high quality meat of another. It looks like just one shark was brought in, but really two were killed. It's like double dipping. 2. The word "fishing" will be removed with regard to vessels allowed to carry fins. There was a big court case in California where a large US cargo vessel (hired by a Hong Kong based company to transport shark fins attained from finners on the high seas) was detained and fins seized. However, the court found that because the anti-shark fin bill prohibited possession of shark fins aboard "fishing" vessels, the cargo vessel did not fall under this category (because they did not actually do the fishing) and so set free. So, if this bill passes it will be illegal to possess shark fins on ANY United States vessel. |
