The herds should be managed. The practice of local Ranchers, shooting the wild stallions and loosing their own studs in the herd, to breed bigger stock, should be criminalized. PZP, an effective birth control, should be utilized to lower the birth rate, and the BLM should have some 'Oversite' with the power to refuse the willy-nilly leasing of Public Lands to Private Party's. The Public Lands are there, it's just being used to support the big money, Cattle Industry.All the information and official numbers are readilly available on the Web, you can check it out for yourself.
