bills and resolutions first go to committees that deliberate, investigate, and revise
them before they go to general debate. The majority of bills and resolutions never make it out of committee.

HR1207 would have the full force of law if voted affirmative by both houses and signed by the president. House Report 111-089 will not go to the president's desk for a signature, and is only meant to guide the budget-making process. See the following link for a great summary of the congressional budget process: http://www.ombwatch.org/files/budget/budgetresolutionbackgrounderfinal.pdf Oct 25, 2009 4:54 AM - Considering this bill's ever growing amount of co-sponsors, historically, what is the largest percentage of congress to co-sponsor a single bill? -
