Q: Did Obama pay for Hamas-affiliated terrorists to emigrate to the United States? A: This claim is false. The president?s memorandum to the State Department would pay for refugee assistance in Gaza, not for transporting anyone to the U.S. See this article from FactCheck.org http://www.factcheck.org/2009/05/hr-1388-passed-behind-our-backs/ It starts out talking about whether or not this bill was passed behind our backs but presents other info as well. The email that referenced this bill was written in an unclear matter. H.R. 1388 is a totally different subject from the Presidential Determination to continue providing aide IN GAZA to Palestinian refuges from war activities. Unfortunately, the author of the email did not put a big line across the page between the two subjects. The two subjects are unrelated. Furthermore, the wording of the Presidential Determination and the length of the H.B.1388 are both difficult to read and understand, if one does not know legalese and the background of each. The email is also unclear, because it is still being passed around with the wording of last January. The Presidential Determination and the National Service Bill were both enacted last January, 2009. The bill uses the term "migration" I have copied the following fron the US Department of State web page specifically relating to US government policy for Migration and Refugee Assistance as referred to in S.B. 1388 Outcome Desired An international humanitarian response that ensures that refugees whose need for international protection and/or durable solutions would best be served by resettlement to a third country are provided that opportunity. Performance Goal Provide U.S. resettlement opportunities to refugees and encourage other countries to do so. Strategies & Tactics Make U.S. admissions more responsive to critical refugee "rescue" needs through increased UNHCR, embassy and NGO referrals and resettlement of refugees of special humanitarian concern to the United States, while addressing the program's vulnerability to fraud. Encourage other countries' participation in the resettlement of UNHCR-referred cases. Assist refugees to begin the process of becoming self-sufficient, fully integrated members of U.S. society by ensuring that standardized essential services are provided by sponsoring agencies during the period of refugees' initial resettlement in the U.S. Create and deploy a centralized, worldwide database that will track all refugees being considered for admission to the U.S, to link up all the processing entities overseas with PRM and our federal, international and voluntary partners. The word "immigrant" refers to a situation in Gaza (NOT in the United States). The word appears in a Presidential Determination that Obama, like Bush before him (in 2006), signed last January, 2009. The reason for the mix-up with H.R.1388 is that the writer of the email did not clearly separate the two entirely different subjects from each other; this is unfortunate. The two items have nothing to do with each other. |
