Wilderness areas cannot be designated on state land, by definition [The Wilderness Act of 1964, Section 2(c)]. The land in question has been in the United States public domain since the Treaty of Guadalupe Hidalgo in 1848. The Property Clause of the U.S. Constitution [Article Four, Section 3] permits Congress to dispose of and legislate for all territories and properties belonging to the United States.
