H.R. 2160: | Amateur Radio Emergency Communications Enhancement Act of 2009 |

To promote and encourage the valuable public service, disaster relief, and emergency communications provided on a volunteer basis by licensees of the Federal Communications Commission in the Amateur Radio Service, by undertaking a study of the uses of amateur radio for emergency and disaster relief communications, by identifying unnecessary or unreasonable impediments to the deployment of Amateur Radio emergency and disaster relief communications, and by making recommendations for relief of such unreasonable restrictions so as to expand the uses of amateur radio communications in Homeland Security planning and response.

Given the arguments made in connection in favor of HR 2160 can the Oregon bill's exception for "a person operating a motor vehicle while providing public safety services or emergency services as a volunteer" be read to exclude the amateur radio service? California DMV has clarified that its vehicle code does not apply to ham operators. ARRL helped to bring this about. See: http://www.dmv.ca.gov/cellularphonelaws/dl208_03cell_phone.pdf Q: May I use a dedicated two-way radio while driving? A: Yes. The use of dedicated two-way radios such as walkie-talkies or Citizen Band (CB) radios is not affected by the new law. |
