Sep 22, 2009 12:45 PM - Are the requirements of this Bill applicable to government agencies? Not sure what is meant by "each person engaged in interstate commerce". -

Generally speaking, no. A "person" does not include a government agency. I'm basing this on the fact that the regulations for this legislation are to be promulgated under section 553 of title 5, United States Code. I looked at the definitions section of title 5 (section 552 - http://www.law.cornell.edu/uscode/html/uscode05/usc_sec_05_00000551----000-.html) which provides definitions for 'person' and 'agency.'
