Due to the overwhelming number of criminal offenders who would likely be affected by the Bill if it it in fact becomes a law, lawmakers may choose to apply the law prospectively to defendants sentenced after the law's passage. Why? The law would cause a glut of cases to be heard and re-heard and thereby cause a log-jam in the federal courts. |
