Cap means putting a ceiling (a limit) on the amount of regulated greenhouse gases that can be emitted from regulated sources. Essentially it's an allowance to pollute up to a certain level (the cap). Any reductions of emissions (below the cap) can qualify the emitter for tradeable credits. These credits can be sold or saved for use in later compliance (depending on the law for the expiration of the credits). Those emitters who cannot reduce emissions have the option of purchasing credits from others through the trade market. The cap (ceiling) is lowered over time so that emitters have the incentive to find technologies or methods to reduce their greenhouse gas pollution. The goal is to reduce greenhouse gas pollution while giving companies options on how to achieve the reduction (through technology changes, systems changes, or paying to pollute (by purchasing credits). |
