This resolution was proposed in a previous session of Congress. Sessions

Sep 21, 2008 1:37 PM - Howard Berman, Chairman of the House Foreign Relations Committee, has stated that he would not mark-up this bill unless the legislation is amended to remove the ambiguity of the "blockade clause." (I personally confirmed this with a member of his staff.) There is no indication that Rep. Ackerman will permit amendments and his office is continuing to solicit co-sponsors. My understanding is Ackerman can bypass the House Foreign Relations Committee by obtaining 2/3s consent of the members? What is the procedure for bypassing the committee? How usual is this? What are the chances that this legislation will get to the floor, if Berman refuses to mark it up? -
