It depends on the type of resolution. Joint resolutions are presented to the President and have the force of law. Concurrent and simple resolutions are not and therefore are not legislative in nature. Simple resolutions can state public policy preferences and therefore have moral impace. Dec 31, 2008 9:55 AM - Isn't this type of legislation a violation of the First Amendment? Is this not exactly making a law "respecting an establishment of religion?" -
