This bill never became law.

The Hyde Amendment, restricting taxpayer funding of abortions, would not be cancelled if FOCA is passed. It is a separate amendment, and would have to be repealed as such. Also, there is nothing in FOCA that refers to the Hyde Amendment. Answered by a visitor on Apr 18, 2009 5:10 PM -
The percentage is unclear, but it is predicted that the tax revenue brought about by FOCA would exceed $14 trillion.
