According to the text of the bill, yes. The car just has to be more fuel efficient than the SUV you are trading in. Which really shouldn't be too hard to do. Jun 22, 2009 10:28 AM - Does the vehicle you are attempting to buy have to be new or can it be a used or preowned vehicle as long as it is still more fuel efficient? -
