Morris and Delaware and Raritan Navigation Canal National Heritage Corridor Act of 1989 - Establishes the Morris and Delaware and Raritan Navigation Canal National Heritage Corridor in New Jersey. Establishes the Morris and Delaware and Raritan Canal National Heritage Corridor Commission to assist Federal, State, and local authorities in the development of an integrated resource management plan for the Corridor. Requires the Commission to submit to the Secretary of the Interior a Cultural Heritage and Corridor Management Plan. Authorizes appropriations.
