Medicare Beneficiary Assistance Act of 1990 - Directs the Secretary of Health and Human Services to establish a health insurance advisory service program to provide individuals who are eligible for benefits under the Medicare program (title XVIII of the Social Security Act) with information, counseling, and assistance concerning the receipt of services under the Medicare and Medicaid (title XIX of the Social Security Act) programs and Medicare supplemental policies. Provides such services through each district office of the Social Security Administration, community outreach programs, and a toll-free telephone information service.
