Health Insurance Counseling, and Assistance Act of 1990 - Directs the Secretary of Health and Human Services to:
(1) make grants to States for the establishment or improvement of a program providing information, counseling, and assistance regarding the procurement of adequate and appropriate health insurance coverage to individuals who are eligible to receive benefits under title XVIII (Medicare) of the Social Security Act;
(2) annually convene a conference to provide training and information to State health insurance information, counseling, and assistance program staff members; and
(3) establish a national resource center for the purposes of creating a health insurance information clearinghouse, distributing such information to States, and providing States with technical assistance and training in disseminating such information.
Authorizes appropriations for such grant programs and the national resource center.
