Amends part A (General Provisions) of title XI of the Social Security Act to extend benefits under title XVI (Supplemental Security Income) of the Social Security Act to residents of Guam. Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to extend to residents of Guam the program providing OASDI benefits to individuals who attain age 72 but do not have enough quarters of coverage to otherwise qualify for OASDI benefits.
