Amends Federal law to vest in the United States all right, title, and interest in and to, and the right to immediate possession of, the Gherini Ranch on Santa Cruz Island, California, with specified exceptions. Directs the United States to pay just compensation to the owners of such real property. Directs the Secretary of the Interior, in the absence of a negotiated settlement, or an action by the owner, to initiate a condemnation proceeding, seeking in a court of competent jurisdiction a determination of just compensation with respect to the taking of such real property. Requires the Secretary to prohibit any unauthorized use of Santa Cruz Island except for the removal of equipment, facilities, and personal property from it. Increases the authorization of appropriations for land acquisition for the Channel Island National Park, California.
