Act to Extend Public Law 100-582 - Amends the Solid Waste Disposal Act to provide that the medical waste tracking program shall expire 48 months (currently, 24 months) after the effective date of certain regulations. Extends: (1) the deadline for a report to the Congress on such program to September 22, 1991; and (2) the authorization of appropriations for such program through FY 1993. Sets forth administrative provisions concerning final regulations.
