A BILL

To amend title 18, United States Code, to prohibit the possession of a handgun or ammunition by, or the private transfer of a handgun or ammunition to, a minor.

    Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. PROHIBITION AGAINST THE POSSESSION OF A HANDGUN OR AMMUNITION BY, OR THE PRIVATE TRANSFER OF A HANDGUN OR AMMUNITION TO, A MINOR.

    (a) IN GENERAL- Section 922 of title 18, United States Code, is amended by adding at the end the following:

    `(s)(1)(A) It shall be unlawful for any person to sell, deliver, or otherwise transfer a handgun or ammunition to a minor.

    `(B) It shall be unlawful for any minor to possess or receive a handgun or ammunition.

    `(2) Paragraph (1) shall not apply to the transfer of a handgun or ammunition to, or the possession or receipt of a handgun or ammunition by, a minor who is engaged in a lawful sporting activity under the supervision of a person who is not prohibited by Federal law, or by the law of the State in which the activity occurs, from receiving a firearm or ammunition, unless the minor fails to return the handgun or ammunition to the transferor at the end of the activity.

    `(3) As used in this subsection, the term `minor' means an individual who has not attained 18 years of age.'.

    (b) HANDGUN DEFINED- Section 921(a) of such title is amended by adding at the end the following:

    `(29) The term `handgun' means--

      `(A) a firearm which has a short stock and is designed to be held and fired by the use of a single hand; and

      `(B) any combination of parts from which a firearm described in subparagraph (A) can be assembled.'.

    (c) PENALTY- Section 924(a) of such title is amended--

      (1) in paragraph (1), by striking `paragraph (2) or (3) of'; and

      (2) by adding at the end the following:

    `(5) Whoever knowingly violates section 922(s) shall be fined not more than $1,000, imprisoned for not more than 1 year, or both.'.
