To amend title 23, United States Code, relating to penalties for use of motorcycle helmets.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. PENALTIES RELATING TO USE OF SAFETY BELTS AND MOTORCYCLE HELMETS.
- (a) FISCAL YEAR 1994- Section 153(h)(1) of title 23, United States Code, is amended by adding at the end the following: `However if, at any time in fiscal year 1994, a State does have in effect a law described in subsection (a)(2), the amount of such transfer shall be 3/4 percent of such funds.'.
- (b) THEREAFTER- Section 153(h)(2) of such title is amended by adding at the end the following: `However if, at any time in such fiscal year, such State does have in effect a law described in subsection (a)(2), the amount of such transfer shall be 1 1/2 percent of such funds.'.
