Mr. MANTON (for himself, Mr. SCHUMER, Mrs. MALONEY of New York, Mrs. LOWEY, Mr. ACKERMAN, and Ms. VELAZQUEZ) introduced the following bill; which was referred to the Committee on Resources, and in addition to the Committee on Transportation and Infrastructure, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned
A BILL
To require that an environmental impact statement be prepared evaluating the impact of slot exemptions for operation of new air service at LaGuardia Airport.
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ‘Airport Environmental and Community Fairness Act’.
SEC. 2. ENVIRONMENTAL IMPACT STATEMENT REQUIRED.
(a) IN GENERAL- Granting of any additional slot for operation of air service at LaGuardia Airport in New York shall be considered to be a major Federal action significantly affecting the quality of the human environment for purposes of section 102(2)(C) of the National Environmental Policy Act of 1969 (42 U.S.C. 4332(2)(C)).
(b) SLOTS REVOKED- Order 97-10-17 of the Secretary of Transportation entitled ‘Order granting and denying applications for slot exemptions at New York’s LaGuardia Airport’ is invalid and shall have no force or effect.
