American Natural Resources and Taxpayer Protection Act of 1999 - Prohibits any Government department, agency, or instrumentality from entering any financial agreement or arrangement related to public lands or natural resources of the United States with any foreign person without the express prior approval of the Congress by law. Requires any such proposed agreement or arrangement to be submitted to the Congress and the Congressional Budget Office, which shall submit to the Congress an estimate of the value of the lands or resources involved.
