Seaport Security Enhancement Act - Directs the Secretary of Transportation to carry out the Coast Guard Sea Marshal program in the 20 ports in the United States considered by the Secretary to be the most vulnerable to attack by use of a commercial vessel as a terrorist instrument.
Increases the authorized end-of-year strength for active duty personnel of the Coast Guard as of September 30, 2002, by 1,000 and authorizes to be appropriated to the Secretary such additional funds as are necessary for activities of such additional personnel.
