Amends the Omnibus Parks and Public Lands Management Act of 1996 to delay until September 30, 2015 (currently, September 30, 2005) or whenever a feasible alternative exists, whichever comes first, the prohibition against the use by commercial vehicles of Highway 209 within Delaware Water Gap National Recreation Area; and
(2) change the maximum authorized per-trip commercial vehicle use fee from $25 to an amount that fully covers the cost of operation of the road, but not to exceed $40 per trip.
