Background

The Work Incentives Planning and Assistance (WIPA) program and the Protection and Advocacy Program for Beneficiaries of Social Security (PABSS) provide funding through State grants for projects across the U.S. The projects are designed to help Social Security Administration (SSA) beneficiaries with disabilities who want to work obtain training and access to employment. The program works with disabled SSA beneficiaries on job placement and career development. According to SSA, each of the 104 WIPA projects is fully staffed with a Community Work Incentive Coordinator (CWIC) who is paid to provide information and advice about obtaining vocational rehabilitation and employment services and advocacy or other services that a disabled beneficiary may need to secure gainful employment. PABSS was created specifically to serve Social Security Disability Insurance (SSDI) and Supplemental Security Income (SSI) beneficiaries who want to work.

Summary

H.R. 3325 would reauthorize the Work Incentives Planning and Assistance (WIPA) program and the Protection and Advocacy Program for Beneficiaries of Social Security (PABSS) for one year, through FY 2010.

The HIPA program would be authorized at $23 million for FY 2010, the same authorization level for the program from FY 2000 through FY 2009. PABSS would continue to be authorized at $7 million for FY 2010, which is also the same authorization level from FY 2000 through FY 2009.

 

Cost

A CBO cost estimate is not yet available. However, the bill would authorize the appropriation of $30 million in FY 2010, subject to appropriation, to fund two SSA vocational programs for beneficiaries with disabilities.
