Education for All Act of 2011 - Prohibits the Secretary of Education from using federal funds to promulgate, implement, administer, or enforce certain regulations regarding gainful employment. (These regulations affect the determination as to whether postsecondary career education programs provide training that leads to gainful employment in a recognized occupation, which is required if they are to participate in the federal aid programs under title IV of the Higher Education Act of 1965.)
