Man in the Sea Memorial Act - Authorizes the Secretary of the Navy to permit a third party to establish and maintain, at a suitable location at the former Navy Dive School at the Washington Navy Yard (District of Columbia) a memorial to honor members of the Armed Forces who have served as divers and whose service in defense of the United States has been carried out beneath the waters of the world.
Prohibits the use of federal funds for designing, procuring, preparing, installing, or maintaining the memorial.
