Medical Research Protection Act of 2013 - Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) to exempt the National Institutes of Health (NIH) from any sequestration ordered by the President for FY2013. Directs the Office of Management and Budget (OMB) for FY2013 to lower the amount calculated for a sequestration by the amount for which NIH would have been reduced if it were not exempt from sequestration.
