 What's this? The Congressional Record is the official journal of Congress's daily proceedings. Though often a transcript of the debates on the House and Senate floors, like C-SPAN transcripts, the Congressional Record can be significantly modified by Members of Congress after the fact. Entries in the Congressional Record can reflect the edited, prepared versions of statements actually made on the floor, and on very rare occasions can contain seeming entire debates between Members of Congress that never took place. Only floor proceedings are a part of the Record, and so committee meetings are not available this way. |

Mr. President, I ask unanimous consent that it be in order to proceed to Calendar No. 35, H.R. 1388, the National Service Reauthorization Act.
Chair: Without objection, it is so ordered.

Mr. President, I now move to proceed to Calendar No. 35, H.R. 1388, and I send a cloture motion to the desk.
Chair: The cloture motion having been presented under rule XXII, the Chair directs the clerk to read the motion.

Chair: We, the undersigned Senators, in accordance with the provisions of rule XXII of the Standing Rules of the Senate, hereby move to bring to a close debate on the motion to proceed to Calendar No. 35, H.R. 1388, a bill to reauthorize and reform the national service laws.
Sen. Harry Reid [D-NV]:
Mr. President, I ask unanimous consent that the cloture vote occur on Monday, March 23 at 6 p.m.; and that if cloture is invoked, then postcloture time count as if cloture had been invoked at 3 p.m. that day; further, that the mandatory quorum be waived.
