AN ACT RELATING TO PROCUREMENT; EXEMPTING FROM THE PROCUREMENT CODE PROCUREMENTS OTHERWISE EXEMPTED UNDER OTHER LAW; REQUIRING ADDITIONAL PROCEDURES FOR SOLE SOURCE AND EMERGENCY PROCUREMENT; RESTRICTING WHO MAY MAKE EMERGENCY PROCUREMENTS; EXPANDING WHO MAY PROTEST A PROCUREMENT AWARD; INCREASING PENALTIES FOR VIOLATING THE PROCUREMENT CODE.
