A bill to amend title IV of the Social Security Act to improve the program of aid to families with dependent children by establishing a two-tier system for AFDC families, to require each State to establish a comprehensive work program with an organized intake and registration process for such families, to make necessary improvements in the child support enforcement program, and for other purposes.
