AUTHORIZATION OF TRAVEL EXPENSE REIMBURSEMENT; AUTHORITY TO RECEIVE DONATIONS. .•iiHt .r (a) TRAVEL EXPENSES.—Subsection (d) of section 1936 of the Anti- Drug Abuse Act of 1986 (20 U.S.C. 4601 note) is amended to read as follows: "(d)(1) While away from home or regular place of business in the performance of services for the conference, a participant in the conference may, in the sole discretion of the executive director and subject to the limitation contained in paragraph (2), be allowed travel expenses, including per diem allowance in lieu of subsistence, in the same amount, and to the same extent, as persons serving intermittently in the Government service are allowed travel ex- penses under section 5703 of title 5, United States Code. "(2) Travel expenses may be allowed a conference participant under paragraph (1) only if the executive director finds on the basis of a written statement submitted by the participant that the partici- pant would otherwise be unable to participate in the conference. "(3) Total travel expenses allowed under this subsection shall not exceed $400,000.". (b) AUTHORITY TO ACCEPT GIFTS.—Section 1936 of the Anti-Drug Abuse Act of 1986 (20 U.S.C. 4601 note) is amended by adding at the end the following: "(e)(1) The conference may accept, use, and dispose of gifts or donations for the sole purpose of carrying out its responsibilities under this subtitle. "(2) Gifts or donations accepted under paragraph (1) of this subsec- tion are limited to— "(A) food, food services, transportation, or lodging and related services; or "(B) funds for the sole purpose of providing food, food services, transportation, or lodging and related services.". Section 1937(a) of the Anti-Drug Abuse Act of 1986 (20 U.S.C. 4601 note) is amended by striking out "six months after the effective date of this Act" and inserting "July 31,1988" in lieu thereof. SEC. 3. AUTHORIZATION. Section 1938 of the Anti-Drug Abuse Act of 1986 (20 U.S.C. 4601 ''•': note) is amended by striking out "$2,000,000" and inserting "$3,500,000" in lieu thereof.
