Fiscal Year 1990 Dire Emergency Supplemental to Meet the Needs of Natural Disasters of National Significance - Amends the joint resolution making continuing appropriations for FY 1990 (Public Law 101-100) to extend its provisions until November 15, 1989. Makes continuing appropriations for FY 1990 to meet the present emergencies arising from recent natural disasters. Makes funds available for activities under the National Earthquake Hazards Reduction Program. Declares the Federal share payable for projects resulting from Hurricane Hugo or the California earthquake to be 100 percent for the 180-day period beginning on the date of the disaster. Provides that projects on the San Francisco-Oakland Bay Bridge resulting from the earthquake are eligible for disaster relief funds. Requires insurance payments to be deducted from construction costs. Provides that allocations for emergency relief with respect to the recent natural disasters shall be excluded from allocations among the States for Federal-aid highway programs. Waives the limitation on amounts which may be expended in any one fiscal year to carry out emergency relief highway reconstruction with respect to expenditures resulting from Hurricane Hugo or the California earthquake.
