H.R. 4471 (101st): To make persons who are nationals of countries that are members of the European Community ineligible to certify products produced outside the United States for compliance with occupational safety and health standards and requirements established by the Secretary of Labor until the Secretary of Commerce certifies that the European community is setting product standards and requirements in an open and fair manner and has established equitable rules for testing and certifying products for compliance with product standards and requirements.
