Insular Areas Consolidation Act of 1990 - Includes Baker Island, Jarvis Island, the Kingman Islands, Howland Island, the Midway Islands, the Palmyra Islands, and their appurtenant reefs and territorial waters within the State of Hawaii. Includes Peale, Wake, and Wilkes Islands and their appurtenant reefs and territorial waters within Guam. Exempts islands incorporated into Hawaii and Guam under this Act from Federal provisions concerning the Guano Islands. Directs the President to study and make recommendations to the Congress on the use of the Johnston Islands and the appropriateness of including them in the State of Hawaii.
