Electronic Commerce Act of 1992 - Establishes in the National Institute of Standards and Technology a Program for Electronic Commerce to promote the use of electronic commerce technologies by U.S. manufacturing firms, particularly small- and medium-sized firms. Directs: (1) the Secretary of Commerce, acting through the Institute, to establish related Centers for Electronic Commerce; and (2) Regional Centers for the Transfer of Manufacturing Technology to disseminate information and expertise received from such Centers. Authorizes appropriations.
