White Clay Creek Study Act - Amends the Wild and Scenic Rivers Act to designate the White Clay Creek in Delaware and Pennsylvania for potential addition to the Wild and Scenic Rivers System (System). Directs the Secretary of the Interior to complete and report on a study within three years after enactment of this Act. Requires the study to: (1) include a map of the White Clay Creek watershed; and (2) provide recommendations for the protection and management of the Creek (including the role of State and local governments and affected landowners, if the Creek is designated as a component of the System). Directs the Secretary to prepare the study in cooperation with appropriate State and local governments and affected landowners.
