A BILL

To amend title 18, United States Code, to prohibit the possession of a handgun or ammunition by, or the private transfer of a handgun or ammunition to, a minor.

    Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. PROHIBITION AGAINST THE POSSESSION OF A HANDGUN OR AMMUNITION BY, OR THE PRIVATE TRANSFER OF A HANDGUN OR AMMUNITION TO, A MINOR.

    (a) IN GENERAL- Section 922 of title 18, United States Code, is amended by adding at the end the following:

    ‘(s)(1)(A) It shall be unlawful for any person to sell, deliver, or otherwise transfer a handgun or ammunition to a minor.

    ‘(B) It shall be unlawful for any minor to possess or receive a handgun or ammunition.

    ‘(2) Paragraph (1) shall not apply to the transfer of a handgun or ammunition to, or the possession or receipt of a handgun or ammunition by, a minor who is engaged in a lawful sporting activity under the supervision of a person who is not prohibited by Federal law, or by the law of the State in which the activity occurs, from receiving a firearm or ammunition, unless the minor fails to return the handgun or ammunition to the transferor at the end of the activity.

    ‘(3) As used in this subsection, the term ‘minor’ means an individual who has not attained 18 years of age.’.

    (b) HANDGUN DEFINED- Section 921(a) of such title is amended by adding at the end the following:

    ‘(29) The term ‘handgun’ means--

      ‘(A) a firearm which has a short stock and is designed to be held and fired by the use of a single hand; and

      ‘(B) any combination of parts from which a firearm described in subparagraph (A) can be assembled.’.

    (c) PENALTY- Section 924(a) of such title is amended--

      (1) in paragraph (1), by striking ‘paragraph (2) or (3) of’; and

      (2) by adding at the end the following:

    ‘(5) Whoever knowingly violates section 922(s) shall be fined not more than $1,000, imprisoned for not more than 1 year, or both.’.
