To amend the Airport and Airway Improvement Act of 1982 to direct the Secretary of Transportation to consider, in determining whether to approve or disapprove a project grant application submitted by an airport, whether the policy-making board of the airport includes at least 2 representatives of each State which is located within 5 miles of the airport.

A BILL

To amend the Airport and Airway Improvement Act of 1982 to direct the Secretary of Transportation to consider, in determining whether to approve or disapprove a project grant application submitted by an airport, whether the policy-making board of the airport includes at least 2 representatives of each State which is located within 5 miles of the airport.

    Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ‘Airport Board Community Representation Act of 1993’.

SEC. 2. COMMUNITY REPRESENTATION ON AIRPORT BOARDS.

    (a) IN GENERAL- Section 509(b) of the Airport and Airway Improvement Act of 1982 (49 U.S.C. App. 2208(b)) is amended by adding at the end the following new paragraph:

      ‘(10) In determining whether to approve or disapprove a project grant application for a project to be located at a public-use airport, the Secretary shall take into consideration whether the voting members of the board possessing policy-making authority for the airport include at least 2 representatives of each State which is located within 5 miles of the airport.’.

    (b) APPLICABILITY- The amendment made by subsection (a) shall apply to fiscal years beginning after the date of the enactment of this Act.
