IN THE HOUSE OF REPRESENTATIVES

Mr. BLACKWELL introduced the following bill; which was referred to the Committee on the Judiciary


A BILL

To require ammunition to bear serial numbers.

    Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SERIAL NUMBERS REQUIRED FOR AMMUNITION.

    (a) IN GENERAL- Section 923(i) of title 18, United States Code, is amended--

      (1) by inserting ‘(1)’ after ‘(i)’; and

      (2) by adding after and below the end the following:

    ‘(2) Licensed importers and licensed manufacturers shall identify, by means of a serial number engraved on the inside of the shell of each item of ammunition, in such manner as the Secretary shall by regulations prescribe, each item of ammunition imported or manufactured by the importer or manufacturer.’.

    (b) RECORDKEEPING-

      (1) IN GENERAL- Subparagraphs (1)(A) and (2) of section 923(g)(1) of such title are each amended by inserting ‘and ammunition’ after ‘firearms’.

      (2) CONFORMING AMENDMENT- Section 923(g)(2) of such title is amended by inserting ‘or an item of ammunition’ after ‘firearm’.

    (c) INSPECTIONS- Subparagraphs (B)(iii) and (C)(ii) of section 923(g)(1) of such title are each amended by inserting ‘or items of ammunition’ after ‘firearms’.

    (d) GUN SHOWS- Section 923(j) of such title is amended in each of the 2nd and 5th sentences by inserting ‘and ammunition’ after ‘firearms’.

    (e) CENTRAL REGISTRATION- Section 926(a) of such title is amended by inserting after the 2nd sentence the following: ‘The preceding sentence shall not apply with respect to ammunition.’.
