U.S.-Mexico Border Water Pollution Control Act - Amends the Federal Water Pollution Control Act to authorize the Administrator of the Environmental Protection Agency to provide financial and other assistance to the Border Environment Cooperation Commission, Federal, State, or local governmental entities, and the International Boundary and Water Commission, United States and Mexico for planning, design, and construction of wastewater treatment works in the U.S.-Mexican border area. Authorizes appropriations.
