A BILL

To provide Federal assistance for compliance with Federally-mandated motor vehicle inspection and maintenance requirements and employee trip reduction requirements in effect under the Clean Air Act.

    Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. ASSISTANCE FOR COMPLIANCE WITH AUTO INSPECTION AND MAINTENANCE.

    (a) EPA GRANTS TO STATES- The Administrator of the Environmental Protection Agency is authorized to provide grants under this section to each State carrying out a vehicle inspection and maintenance program, or an enhanced vehicle inspection and maintenance program, under part D of title I of the Clean Air Act. Such grants shall be used by the State to provide assistance to enable vehicle owners to perform such repair and maintenance on their vehicles as is necessary for such vehicles to comply with the requirements of such program. The Administrator may promulgate such regulations as may be necessary to carry out this section.

    (b) STATE ASSISTANCE-

      (1) USE OF GRANTS- Grants under subsection (a) shall be used by States to make payments for qualified repair and maintenance costs incurred by vehicle owners. Each State may publish guidelines for determining the classes or categories of vehicle owners to whom such grants may be made.

      (2) PAYMENT SCHEDULE- Payments made under a State under paragraph (1) shall cover the following amounts:

        (A) Not to exceed 60 percent of the qualified repair and maintenance costs which do not exceed $200.

        (B) Not to exceed 80 percent of the qualified repair and maintenance costs which exceed $200 but do not exceed $400.

      No such payments may be used to pay any costs which exceed $400.

      (3) DEFINITION- For purposes of a State assistance program under this section, the term ‘qualified repair and maintenance costs’ means the costs of such repairs and maintenance as are necessary to bring motor vehicles into compliance with the requirements of any State vehicle inspection and maintenance program or enhanced vehicle inspection and maintenance program in effect under part D of title I of the Clean Air Act.

SEC. 2. ASSISTANCE FOR COMPLIANCE WITH EMPLOYEE TRIP REDUCTION REQUIREMENTS UNDER CLEAN AIR ACT.

    (a) EPA GRANTS TO STATES- The Administrator of the Environmental Protection Agency is authorized to provide grants under this section to each State carrying out employee trip reduction requirements for nonattainment areas under an applicable State implementation plan adopted and approved under title I of the Clean Air Act. Such grants shall be used by the State to provide assistance to enable employers to take such action as may be necessary to comply with such requirements. The Administrator may promulgate such regulations as may be necessary to carry out this section.

    (b) STATE ASSISTANCE- Grants under subsection (a) shall be used by States, in accordance with guidelines established by each State, to assist employers in the implementation of employee trip reduction measures necessary to comply with the State implementation plan provisions referred to in subsection (a).
