Mr. DERRICK, from the Committee on Rules, reported the following resolution; which was referred to the House Calendar and ordered to be printed


RESOLUTION

Providing for consideration of the concurrent resolution (H. Con. Res. 301) expressing the sense of the Congress regarding entitlements.

    Resolved, That at any time after the adoption of this resolution the Speaker may, pursuant to clause 1(b) of rule XXIII, declare the House resolved into the Committee of the Whole House on the state of the Union for consideration of the concurrent resolution (H. Con. Res. 301) expressing the sense of the Congress regarding entitlements. General debate shall be confined to the concurrent resolution and the amendments made in order by this resolution and shall not exceed one hour equally divided and controlled by the chairman and ranking minority member of the Committee on Government Operations. After general debate the concurrent resolution shall be considered for amendment under the five-minute rule and shall be considered as read, and the question on adopting the amendment numbered 1 in the report of the Committee on Rules accompanying this resolution shall be considered as pending without intervening motion or debate. No other amendment shall be in order except those printed in the report of the Committee on Rules. Each other amendment may be offered only in the order printed in the report, may be offered only by a Member designated in the report, shall be considered as read, shall be debatable for the time specified in the report equally divided and controlled by the proponent and an opponent, and shall not be subject to amendment. All points of order against amendments printed in the report are waived. At the conclusion of consideration of the concurrent resolution for amendment, the Committee shall rise and report the concurrent resolution to the House with such amendments as may have been adopted. The previous question shall be considered as ordered on the concurrent resolution and amendments thereto to final adoption without intervening motion or demand for division of the question.
