Mr. METZENBAUM introduced the following bill; which was read twice and referred to the Committee on Banking, Housing, and Urban Affairs


A BILL

To amend the Securities Exchange Act of 1934.

    Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. TITLE.

    This Act shall be referred to as the ‘Securities Fraud Fairness Act’.

SEC. 2. AMENDMENT TO THE SECURITIES EXCHANGE ACT OF 1934.

    Section 10(b) of the Securities Exchange Act of 1934 (15 U.S.C. 78j(b)) is amended by inserting ‘, or to aid and abet the use or employ of any manipulative or deceptive device or contrivance,’ before ‘in contravention’.

SEC. 3. EFFECTIVE DATE.

    The amendment made by this Act shall be deemed to have taken effect on the date of enactment of the Securities Exchange Act of 1934.
