Mr. DIXON (for himself, Mr. COLLINS of Georgia, Mr. ROSE, Mr. COOLEY, Mr. SMITH of Texas, Mr. COSTELLO, Mr. DAVIS, Mr. FRANK of Massachusetts, Mr. BERMAN, Mrs. SCHROEDER, Mr. HEFLEY, and Mr. DURBIN) introduced the following bill; which was referred to the Committee on National Security


A BILL

To amend title 10, United States Code, to provide for the award of the Purple Heart to members of the Armed Forces killed or wounded due to friendly fire while engaged in peacekeeping activities.

    Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. AWARD OF PURPLE HEART FOR MEMBERS OF THE ARMED FORCES KILLED OR WOUNDED DUE TO FRIENDLY FIRE WHILE ENGAGED IN PEACEKEEPING ACTIVITIES.

    (a) AWARD CRITERIA- Subsection (b) of section 1129 of title 10, United States Code, is amended--

      (1) by inserting ‘(1)’ after ‘is a member’; and

      (2) by inserting ‘or (2) who is killed or wounded by weapon fire while engaged in a peacekeeping activity,’ after ‘of the United States,’.

    (b) APPLICABILITY- Subsection (c) of such section is amended--

      (1) in the first sentence--

        (A) by inserting ‘described in subsection (b)(1)’ after ‘members of the armed forces’; and

        (B) by inserting before the period the following: ‘, and to members of the armed forces described in subsection (b)(2) who are killed or wounded on or after January 1, 1994’; and

      (2) in the second sentence, by striking out ‘subsection (b)’ and inserting in lieu thereof ‘subsection (b)(1)’.
