A BILL

To amend title 18, United States Code, to provide an additional aggravating factor for death penalty cases.

    Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ‘Death Penalty Clarification Act of 1995’.

SEC. 2. ADDITIONAL AGGRAVATING FACTOR FOR DEATH PENALTY.

    Section 3592(c) of title 18, United States Code, is amended by adding after paragraph (15) the following:

      ‘(16) MULTIPLE KILLINGS OR ATTEMPTED KILLINGS- The defendant intentionally kills or attempts to kill more than one person in a single criminal episode.’.
