Mr. BLUTE introduced the following bill; which was referred to the Committee on Government Reform and Oversight, and in addition to the Committee on House Oversight, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned


A BILL

To require that the pay and benefits of the President, the Vice President, Members of Congress, and certain high-level Government employees be treated in the same manner as the pay and benefits of Government employees who are affected by a Government shutdown.

    Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. PAY AND BENEFITS OF PRESIDENT, VICE PRESIDENT, MEMBERS OF CONGRESS, AND CERTAIN HIGH-LEVEL GOVERNMENT EMPLOYEES DURING ANY PERIOD OF LAPSED APPROPRIATIONS.

    (a) IN GENERAL- During any period with respect to which there is a lapse in appropriations for any Federal department or agency as a result of a failure to enact a regular appropriations bill or a continuing resolution, the pay and benefits of the individuals described in subsection (b) shall be treated for all purposes, including suspension of payment, in the same manner as the pay and benefits of employees of any department or agency that is affected by the lapse in appropriations.

    (b) INDIVIDUALS DESCRIBED- The individuals referred to in subsection (a) are--

      (1) the President and the Vice President;

      (2) Members of Congress; and

      (3) employees in the executive branch or the legislative branch of the Government who are--

        (A) under the Executive Schedule, under subchapter II of chapter 53 of title 5, United States Code;

        (B) in the Senior Executive Service, under subchapter VIII of chapter 53 of title 5, United States Code; or

        (C) in positions covered by any system or arrangement, the pay for which is the equivalent of, is derived from, or is based on the pay for the Executive Schedule or the Senior Executive Service.

SEC. 2. DEFINITION.

    As used in this Act, the term ‘Member of Congress’ means a Senator or Representative in, or a Delegate or Resident Commissioner to, the Congress.
