A BILL

To amend the Harmonized Tariff Schedule of the United States to correct the tariff treatment of certain iron and steel pipe and tube products.

    Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. NONALLOY IRON AND STEEL PIPES AND TUBES.

    Chapter 73 of the Harmonized Tariff Schedule of the United States is amended--

      (1) in the superior text for subheadings 7306.30.30 and 7306.30.50 to read as follows: ‘Having a wall thickness of 1.65 mm or more, not galvanized:’;

      (2) in each of the subheadings 7306.10.10, 7306.20.60, 7306.30.50, and 7306.90.10--

        (A) in column 1 general rate of duty, by striking ‘1.5%’ and inserting ‘4.9%’; and

        (B) in column 2 rate of duty, by striking ‘5.5%’ and inserting ‘20%’;

      (3) in each of the subheadings 7306.20.20 and 7306.60.10--

        (A) in column 1 general rate of duty, by striking ‘0.4%’ and inserting ‘4.9%’; and

        (B) in column 2 rate of duty, by striking ‘1%’ and inserting ‘20%’; and

      (4) by inserting in numerical sequence the following new superior text and subheading, with the article description having the same indentation as the article description for subheadings 7306.30.30 and 7306.30.50:

SEC. 2. ALLOY IRON AND STEEL PIPES AND TUBES.

    Each of the subheadings 7306.50.50 and 7306.90.50 of the Harmonized Tariff Schedule of the United States are amended--

      (1) in column 1 general rate of duty, by striking ‘3.9%’ and inserting ‘9.5%’; and

      (2) in column 2 rate of duty, by striking ‘10%’ and inserting ‘28%’.

SEC. 3. STAINLESS STEEL PIPES AND TUBES.

    Chapter 73 of the Harmonized Tariff Schedule of the United States is amended--

      (1) in column 1 general rate of duty of subheading 7306.40.10, by striking ‘6.1%’ and inserting ‘10.1%’; and

      (2) in subheading 7306.40.50--

        (A) in column 1 general rate of duty, by striking ‘4%’ and inserting ‘10.1%’; and

        (B) in column 2 rate of duty, by striking ‘11%’ and inserting ‘29%’.

SEC. 4. NEGOTIATING AUTHORITY.

    In the event that a claim for compensation under any provision of the Uruguay Round Agreements (as defined in section 2(7) of the Uruguay Round Agreements Act (19 U.S.C. 3501(7))) or any other trade agreement to which the United States is a party is made by any contracting party to that agreement as a result of the amendments made by this Act, the United States Trade Representative is authorized to negotiate such reasonable compensation as may be appropriate.

SEC. 5. EFFECTIVE DATE.

    The amendments made by this Act shall apply with respect to articles entered, or withdrawn from warehouse for consumption, on or after the 15th day after the date of enactment of this Act.
