Mr. LAHOOD (for himself, Mr. LIPINSKI, Mr. RUSH, Mr. GUTIERREZ, Mr. DAVIS of Illinois, Mr. BLAGOJEVICH, Mr. POSHARD, Mr. MANZULLO, Mr. COSTELLO, Mr. JACKSON of Illinois, Mr. EVANS, and Mr. YATES) introduced the following bill; which was referred to the Committee on Transportation and Infrastructure


A BILL

To amend title 23, United States Code, relating to the Interstate 4-R discretionary program.

    Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ‘Highway Restoration Act of 1997’.

SEC. 2. PERIOD OF AVAILABILITY.

    Section 118(c)(2)(A) of title 23, United States Code, is amended--

      (1) by striking ‘$54,000,000 for fiscal year 1992, $64,000,000 for each of fiscal years 1993, 1994, 1995, and 1996, and $65,000,000 for fiscal year 1997’ and inserting ‘$800,000,000 per fiscal year’;

      (2) by striking ‘any highway designated as a part of the Interstate System under section 139 and’;

      (3) by striking ‘Of the amounts set aside under the preceding sentence, the Secretary shall obligate $16,000,000 for fiscal year 1992 and $17,000,000 for each of fiscal years 1993 and 1994 for improvements on the Kennedy Expressway in Chicago, Illinois.’; and

      (4) by striking ‘The remainder of such’ and inserting ‘Such’.
